The digital transformation in Peru intensified in 2020 to enable social progress, economic growth, and greater trust in government. Using digital technologies is no longer an option, their use allows better living conditions for citizens and not doing so increases social inequalities. The methodology adopted in this article corresponds to a bibliographic review of the scientific and technical literature on digital transformation in public administration, through databases of peer-reviewed journals (Scopus, Scielo, Proquest, Redalyc and academic Google) corresponding to the last five years. The conclusion reached is that digitalization should be considered as an opportunity to improve governance, through the restructuring of public services, intensively using digital technologies in order to increase their effectiveness and efficiency to achieve the digital well-being of citizens and substantial savings. The digital transformation, in turn, previously demands the reduction of gaps in digital ecosystems, both in high-quality communications infrastructure and in its mass use. Due to existing gaps, digital citizenship in Peru is under construction.
