Objective
: To evaluate the human resources policy in the health care sector in Peru.
Methods
: A cross-sectional study was performed; policy guidelines, degree of tracing evaluating implementation, regulation, persuasion, and incentives.
Results
: We identified 11 policy guidelines between 1908 and 2020 (5 with at least one human resource guidelines) and specific human resource guidelines. The implementation policy tools most commonly used were control, incentives and mixt tools. Incentives used were higher salaries and scores for postulants to specialties. Boomerang distortions were found.
Conclusions
: No state policies in human resources were found. Limited effects of sectorial policies were based on low social participation, high rotation of managers, and limited control and use of incentives. Efficacy and sustainability of a policy requires leadership, financing and harmonization of implementation tools.
