The objective of the research was to analyse citizen participation in the conservation of the ecosystem services of bofedales (a type of Andean wetland) in Lima, taking into account the Principle 10 of the United Nations Declaration on Environment and Development, referring to access to information, decision-making and justice. This principle should serve as a guide for policies related to the environmental citizen participation. This is a qualitative analysis motivated by the problem of peat extraction and the need to strengthen individual, institutional and systemic capacities. It includes interviews with key actors at the local, regional and national level, as well as a bibliographic, documentary and regulatory review. Based on certain indicators, the result was that said participation is inefficient, ineffective and not in accordance with that Principle. However, the potential of the Retribution Mechanism for Water Ecosystem Services in the water and sanitation sector is highlighted to promote the aforementioned participation in an institutionalized manner in the Basin Water Resources Council and the National Environmental Management System. In this way, the research seeks to contribute to ecology highlighting human relations in a given ecosystem and to the continuous improvement of the environmental management.
