Abstract

HERNANDEZ TREJO, Ninfa Elizabeth. Electronic voting in Mexico during the pandemic. Elecciones [online]. 2023, vol.22, n.25, pp.185-212.  Epub June 30, 2023. ISSN 1994-5272.  http://dx.doi.org/10.53557/elecciones.2023.v22n25.06.

This article seeks to answer the following question: How was electronic voting implemented in Mexico during the pandemic? To achieve this, I collected information from experiences before and during the health crisis. Then, I describe the country’s experiences using electronic voting during the pandemic with the following characteristics: (a) organized by the national electoral authority, (b) applied in elections and constitutional voting processes and (c) had binding results. Subsequently, I carry out a balance of the exercises examined and the proposals for electoral reform. This allows to verify that the Covid-19 pandemic-and the need to increase the use of technology to reduce contagion risks-accelerated the use of electronic voting and generated more testing and binding exercises at the federal level.

Keywords : Electronic voting; electronic ballot boxes; i-voting; pandemic; Mexico.
