Abstract

This article describes the main challenges involved in organizing the 2020 departmental and municipal elections in Uruguay amidst the Covid-19 health crisis, and analyzes the restrictions and risks imposed by this context. Specifically, this article examines the effects that postponing the elections had on electoral competition, focusing on three dimensions: (i) coordination and design of the electoral offer, (ii) the influence of the national government on electoral campaigns, and (iii) the effect on the chances of candidates in competitive contexts.
