The objective of the present study is to perform and analyse the participation process of the population in the elaboration of the public investment projects relieving the differences according to the degree of rurality of the population. The method was case study of descriptive and explanatory. It was concluded that considering the elaboration process of public investment projects as a changing process, it tends to differ the interaction of receiver agents (involved agents and mainly beneficiaries) and the interventor agents (projectors and municipality representatives). It was determined that at the beginning of the elaboration process of a public investment project there is a process of participative intervention that at the end becomes in addressed interventions linked to a higher degree of rurality of the beneficiaries.
