The public policy of communication contributes to the modernization of public management, as an operational, technical instrument that is governed by a set of principles, rules and procedures, through which political and administrative activities are organized in State institutions. Its objective is to explain the public policies of communication and the development of tourism in the city of Puno. The research is of a correlational type, non-experimental design, with a quantitative approach. SPSS statistical software is used for data systematization. The type of sampling is probabilistic-simple, because it grants the same possibility of being chosen to all the participants of the population. The results constitute the application of public communication policies in public management, related to the cycle of public policies in general, in this process, the importance of advertising, audiovisual communication and culture is also considered, strengthening these policies for the strengthening of the forms of organization, institutional development and importance that social tourism has in society, the instruments of public policies such as; planning, participation and dialogue help improve development and institutional climate, to improve tourism activity through articulation with other institutions that manage public policies, in the Province of Puno.
