Entrepreneurship and business incubators bring with them challenges and opportunities in public universities in Peru. Therefore, the purpose of this article is to characterize entrepreneurial training based on the role played by public universities, and to evaluate the maturity of their business incubators. The approach of the work is quantitative, descriptive-analytical cross-sectional type, with a sample of 07 public universities, using the technique of survey to 180 students and 03 interviews to experts. The results show the desirability to create a MSE company in 46%, to work in a company or institution in 33%, and to create a technological enterprise in 20%; the strengthening of entrepreneurial promotion in 53% at a regular level and the maturity of business incubators in average 3.13 points out of 4. It was concluded that the strengthening of entrepreneurial development is academic in nature based on competencies according to the curriculum, and conceived according to competencies, innovative capacity and preparation of business plans, but is not oriented to technological formative research and start-up/spin-off management. The central Hub zone, with experiences of start-up and spinoff co-incubation, Spin-Off technology-based entrepreneurship, higher growth of registered patents and with an advanced/medium level of incubator maturity; the northern and southern HUB zones of entrepreneurship with some experiences of start-up incubation, low growth in number of patents and with a modest/medium level of incubator maturity.
