This article arises from the need to implement assessment methodologies for the public management of culture, together with the execution of territorial articulation strategies between the different levels of subnational government. To this end, it has a structure based on an analogy about the three calls for enlistment for performing arts shows, which begins with a conceptual approach on the relationship between cultural rights, cultural policies, cultural governance and management. public, to then carry out the systemic analysis of an assessment methodology of this type in Colombia, with the purpose of demonstrating the impacts leading to the improvement of the capacities of local governments, concluding that the constitutional principles of decentralization, participation and autonomy make possible the development of government initiatives to guarantee the free exercise of cultural rights in the territories.
