Despite the progress made in terms of norms and laws for intercultural bilingual education (IBE) in Peru, it is still difficult to ensure that the norms are complied with in practice and that education is carried out in a way that complies with the recognition of the linguistic rights of indigenous children and adolescents. This is what we have found in the Andean area of Cusco, based on interviews with key informants, and we have verified that IBE is still a challenging work for the civil society, which is not on the agenda of peasant organizations.
